By National Council of the Union of Burma (NCUB)

September 24, 2004

NCUB welcomes the introduction of the Bill for the United States Governmentto take the initiative at the UN Security Council in the US Senate.

As reflected in his statement regarding the DEPAYIN MASSACRE ANNIVERSARY, the Honorable Senator Mitch McConnell and colleagues introduced a bill referring to the fact that " The NLD has called for U.N. Secretary-General Kofi Annan to take this matter to the Security Council. This is one plea for assistance that must not be ignored. The United States should exercise its position as a member of the Security Council to advance this initiative."

The NCUB is deeply grateful to all Representatives, all co-sponsors, and has faith that other members of the House of Representatives will vote for the Bill.

This Bill will help remind H.E Kofi Annan, who, when asked by the press on the possibility of U.N. sanctions which would have to be approved by the Security Council July 17, 2003, and about taking Myanmar issue to the Security Council had replied " I'am not saying it's excluded".

This Bill is a follow up to the call by Senators John McCain, Patrick Leahy and Sam Brownback together with Senator Mitch McConnell who in July 2003 had exhorted President Bush to confront Burma's military junta through the UNSC." [It is] past time for the U.S. and it's allies to take up this issues" said Senator McCain.

This Bill and the recommended action will serve as a clear and strong action by the United Nations to the generals of Burma that time has run out them.

This Bill will also be one which the UN as well as the people of America can be proud of for they will have initiated the action to the Burmese generals who have ruined a country and abused it's peoples.

The Bill, together with widespread international condemnation and action by governments, will start an action to enforce all the Resolutions passed at the previous UN General Assemblies, calls by U.S. congressional leaders, the European Union, and other democratic countries to bring the case of Burma before the United Nations Security Council and help bring about democratic changes in the country.

The National Council of the Union of Burma (NCUB) is the broadest-based umbrella organization of the pro-democracy Burman and non-Burman ethnic nationalities. It was formed in August 1992 and is composed of four main opposition groups The National Democratic Front (NDF), the Democratic Alliance Of Burma (DAB), the National League for Democracy ?Liberated Area (NLD ?LA) and the Members of Parliament Union (MPU).

The NDF was formed in 10 May 1976. It is made up exclusively of non-Burman ethnic armed opposition groups.

The DAB was formed in November 1988. It comprises both Burman and non-Burman ethnic groups.

The NLD-LA was formed in February 1991. It is composed of members of the National League for Democracy who have been forced to flee the country and operate outside of Burma.

The MPU was formed in May 1996 and comprises members of elected representatives from the 1990 general elections.

The NCUB was formed out of the need for a comprehensive political alliance among these opposition groups, to seek ways for compromises over political differences, draw up strategies to overcome the military dictatorship and formulate policies for the movement and the future of Burma.

Aims of NCUB

To topple the Burmese military dictatorship;

To promote understanding and cooperation among Burma抯 ethnic groups;

To bring about a democratic system of government that guarantees human rights for all Burma citizens; and

To establish a Federal Union under which equality among all ethnic groups is guaranteed. (boxun.com)
