(4 - 02)A DROP OF INK, MAKES MILLIONS THINK--Introductory Notes ON John Berlau's Investigative Report: "The NED vs. Chinese Dissidents" ("The New Republic" March 25, 2002)

We strongly recommend Mr. John Berlau's investigative report on the NED (TheNational Endowment for Democracy) and its China programs.Though theinsightful report may have transmitted shocking, chilling and disgustingmessage about the NED's China programs, it is worthwhile to have a glance ofit.

A Tip of an Iceberg: Behind the Motto of "Supporting Freedom Through out the World", An Explosive Scandal Unearthing The NED's Hostile ContainmentAgainst Political Opposition Forces Fighting in Extreme Hardship Against theTotalitarian Regime of "the People's Republic",While, to the U.S. Congressand American Tax Payers, the NED Repeated Its Glittering WillfulMisrepresentation

We have waited too long before seeing this flash of lightening in a verythick darkness.After having spent almost a whole year in carefulpreparation and investigation, Mr. John Berlau's Article, namely, "The NEDvs.Chinese Dissidents" has finally been published in "The New Republic"(Please see "The New Republic" March 25, 2002, pp 21-23).Though what has itbeen unearthed and revealed in that three-page investigative report, is onlya tiny tip of a huge iceberg, nevertheless, the strategic implication in thisarticle, concerning the cause of freedom, concerning the national security ofthe United States, i.e., the issue relating to our life or death, isenormous.

What has been depicted, reflected, and vividly illustrated in Mr. JohnBerlau's article, is not simply an explosive scandal.It is much, much morethan that.

While walking into the magnificent office building of the National Endowmentfor Democracy (NED), a visitor will be thrilled by its touching motto on thewall with a line of glistening gilded words: "We support freedom through outthe world!"

Unfortunately, not everything glittering is gold. We understand the NED'sweighty maxin is a gold concentrated one, at least for its book value. Thegeneral public is toldcoming from U.S. tax payers' money, the Congress ofthe United States allocated 40 million dollars, to entrust the NED to"support freedom through out the world."However, the NED, under its currentleadership, may have defined the key word "freedom" in its own funny waythese years: Freedom sometimes means to free the dictators of the"dictatorship of proletariat" from its doomed extinction.This sort of NEDdefinition of "freedom" is particularly true in case of "the People'sRepublic".

2. The Moment of Truth About the "People's Republic" Under the "Dictatorshipof Proletariat"-- From Korean War to "Asymmetrical Wars" Against the UnitedStates,Why Should Those Plain Truth Be Repeated While Appeasement Is ThePredominant Forces Overwhelming the NED's "China Myth"

The dictators of the "People's Republic" are not just ordinary dictators,much less so-called "benign" dictators. No matter how successful the "ChinaLobby's" cosmetic work has been, the blood written truth is that the"People's Republic" under the Poliburo of Chinese Communist Party, not anyone else, has inflicted the greatest human casualty against American servicepersons in both Korea and Vietnam.It is the same regime, while withoutbeing democratized, target its ICBMs with nuclear warheads at the UnitedStates.With the enormous financial and technology input from the West, itsmulti-nuclear warhead technology has been greatly advanced now.This is alsothe regime that has invented, developed, and possibly implemented the mostlethal strategic theory: "Asymmetrical Warfare, i.e., Beyond Maximum WarfareWithout any Limitations"as more precisely translated. We have recentlywitnessed the small experiments of such strategic way of thinking in thenon-conventional warfare against the United States in both ew York andWashington, DC area. It is the "People's Republic" whose "Constitution"today still provides that the nature of the state is the "dictatorship ofproletariat" (Article one); while systematic brainwash its subjects with"nationalism, communism, dualistic materialism and historical materialism"(Article 24)

3. President George W. Bush, In His Tsinghua Speech, Pinpointed the "PRC's"Textbook Problems: Anti-American Brainwash.Such Textbook Problem IsPersistent In the Large Totalitarian Political Cultural Environment WhileNationwide, Systematic, Communist Ideological Brainwash Enforced AgainstStudents from Age of 6, Was Provided in the PRC's Constitution and Its StateRegulations, Conclusively, the PRC is Still a Totalitarian State

As President George W. Bush pointed out, when he delivered his far-reachingspeech to a group of carefully selected dead souls at Tsinghua University,that anti-America, ultra-nationalistic themes, were found by the U.S.diplomatic envoy, in Chinese text books, the secret has suddenly become aplain truth to the world: the anti-American sentiment in those young willingvictims are the rotten fruits of the poisonous tree of the Politburo ofChinese Communist Party, under whose ruthless ruling, students, from age of6, should all accept, without exception, systematic "political education",including anti-American brain wash,pursuant to uniformed educationalcurriculum promulgated by the PRC State Council (Guowuyuan). We have topoint out, that the "People's Republic" today, regardless of"China lobby's"cosmetic service, is still 100% totalitarian state referring to FDR'sclassical definition of "totalitarianism". The only exception is that sucha Stalinistic regime of "Chinese character", say, Chinese subtlety, is morelethal.Moreover, its distinctive feature is to "generously" invite theother big members of "Corruption Internationale" to enter its empire, toshare its blood duties, taxed on its billion world's cheapest slaves, at thecumulative national security cost of the United States.

Why should we go to such a length to present one simple truth: "The People'sRepublic" is a totalitarian dictatorship?The reason is simple:there are ahandful, on this great land of constitutional democracy, who have worked sohard and so effectively, through several decades, simply to cover up thissimple truth to blur the vision of this great nation.The NED is apparentlynot the founding fathers of such deeply rooted wrongs. But from the factthat how far away that the NED has been betrayed its highly entrustedmandate.We can at least glance what sort of evil tightly controls thecentral nerve system of the current leadership of the NED.

4. In Comparison to Enormous Potential Strategic Threats, the NED'sApproximate 5% Funding to What The NED Referred to as"China Programs"Appears, Prima Facie, Disproportionate.Further Anatomic Analysis of theDistribution Within such a 5% Portion Indicates That More than 90% Withinthat 5% Funding Does Not Go to Pro-Democracy Forces, While the Later, theIsolated Lone Fighters for Freedom are Left Completely Helpless.TheLeadership of the NED Is Fully Aware With The Fact

Let's see the statistic first: the NED receives $40 million funding from theU.S. Congress annually. On its publicly accessible book, approximately $2million, instead of 20 million, was allocated into what NED called "Chinaprogram", i.e., more or less 5% of the NED's annual funding. First of all,such a 5% percentage is extremely disproportionate concerning theyet-to-be-democratized PRC's enormous strategic threats hanging over theUnited States. That's not the whole story.From such a tiny portion, morethan 90% of such two million dollars is directly cashed to two wellestablished, well financed American think tanks, for the purpose to "observeChina's village-level election".The remaining 10% or less goes to a coupleof celebrity dissident groups, which have been unable, as Mr. John Berlaupointed out, or have never been even attempted, to penetrate into China. Forinstance, their publication is all printed in English. For practical purpose,we still admire the efforts by these luckier dissidents, because there may bea few Chinese can read English in China, if motive is not considered here.How much can any democracy advocators in and out of China receive from theNED? Nothing or close to nothing. The NED has consistently, systematically,knowingly and willfully done so if one carefully checked the NED's "Chinaprogram" records, from its funding of wasteful "Intellectuals Journal","Times Herald" in the past, to its today's diversion of funds to "villageelection observation".

5. The PRC's Village Election Does Not Help the National Security Interestsof the United States.The PRC's Village Election "Democracy", A Cheap Shotof a PRC's Fraud in Its Int'l PR Campaign.The One Party (CCP) Run"Election" Under the Guardianship ofBeautiful "Dictatorship of Proletariat"Is Anything, BUT Democracy.By the Way, Village, According to the PRC'sConstitution, Is NOT Even a Lowest Government.Assuming the Election Is HeldDemocratically, Realizing the Fact Is On the Contrary, It Is Irrelevant toPolitical Democracy

The NED funded, endorsed, legitimized China's "village level election" is ajointly conspired fraud, to say the least.If such a one-party controlledballot on the village level can be defined to be anything having anyrelevance to "democracy".That may be what Vladimir Lenin defined"democracy", say, "Soviet democracy".

1. This kind of "democracy" was totally planned, directed, and tightlycontrolled by one ruling party-CCP; There is no opposition party allowed tojoin the game;2. There is no free speech, let alone free press, and the entire environmentof the election is under the watchful eye of the "dictatorship ofproletariat";3. Assuming the election is proceeded democratically, knowing that this isnot true, the village election "democracy" is still irrelevant to"democratizing China".The reason is simple: the governing body on villagelevel is not even a lowest level of government or of state power, accordingto the PRC's Constitution.The "democratic" form of the village levelgoverning body is totally irrelevant to the political system of China,regardless democracy or not;4. What is the strategic implication of China's democratization in relationto the National Security interests of the United States? A democratized Chinawill have a check and balanced political system which can effectively preventa handful militant extremists from taking dangerous adventures; that isparticularly significant when the strategic adversary is a nuclear armedpower and had a long history of military confrontation against the U.S.;While what democracy provides not simply the intra-government check andbalance systems, it gives rise to check and balance on bottom-up, broad-basedcheck and balance systems on societal, community level through establishmentof multi-party systems.5. The one-party, say, Communist Party, run village level election, is ainternational joint venture of fraud and deceiving business, designed notonly to provide the communist ruled PRC the cosmetic service and itsinternational PR campaign, but also to divert andmislead the world'sattention from the growing strategic threat.As the byproduct, it is alsoused to take the resource away from what is desperately needed to support thereal stuff of human rights and democracy, for instance, to support growingopposition forces among Chinese workers who have start the prelude to asolidarity type independent labor union movement.6. Through supporting so-called village election type "democracy", the NEDhas not only cheated the U.S. tax payers, it further legitimize the"stability" of the totalitarian dictatorship in Beijing.7. The strategic implication of supporting Chinese opposition forces is toutilize the least costly resources from the free world to strengthen andenable the existing resistance forces for them to neutralize a nuclear armedlethal military machine through democratizing the PRC.

6. Choosing Sides in Between Enabling and Disabling Measures, the NED'sEfforts to Help, Stabilize, Subsidize, and Legitimize the Dictatorship ofProletariat, While Appeasing the U.S. Congress and American Tax Payers Using"Village Election", Are An Waste In Addition to Multiple "Neo-Marshall Plans"Generously Offered to The World's Only Remaining Totalitarian Empire,WhichHas Been Unjustly Enriched From the End of "Cold War"

After the "end" of the cold war, the matastetic totalitarian Beijing regimehas been unjustly enriched, swiftly strengthened and reinforced after thesizable input of the hard currency and advanced technology from the entireWest.The wrongfully placed dozens of"Neo-Marshall Plans" from the FreeWorld, have been timely delivered into the bloodstained hands of dictators inBeijing. With the irresistible incentives of "comparative cost" ininternational investments, and "marginal economy" of our internationalsecurity market, more capital and technology are flowing into the "CentralEmpire".All these have been largely transformed into the PRC's strategicresources, further legitimizing its political repression in internal affairs.What the long term strategic implication to that changing balance betweenthe PRC and the United States has been either ignored or deliberatelysilenced.

However, that is not enough.Because the PRC still does not feel itsabsolutely safe.That makes the NED's help, such as helping "villageelection", appears remarkably significant.

What the NED has done against Chinese dissidents is enormous, though it iscounter-productive and violatile against its professional ethic. It hasfully committed to help the dictators of the PRC to disable and eliminate anyserious and meaningful opposition forces against the Stalinist regime inBeijing, in order to allow them to concentrate their efforts and resourcesupon its strategic preparation to inflict much greater disasters against theUnited States and the entire free mankind than they had ever done in bothKorea and Vietnam after WWII.The NED's systematic policy towards the PRCvis-?vis Chinese dissidents has not simply wasted the U.S. taxpayer's moneyin the present, itweakens and destroys, or helps eliminate the U.S.strategic allies inside the communist China. Therefore, it has complicatedthe inevitable solution of the "PRC" problem. Consequently, it hassubstantially weaken the national securityof the United States.

7. A Glimpse of U.S. Sinologist School and "China Syndrome" : From November1969 Through March 2002, From the Backyard of Boston into the EntireHemisphere, From "Fairbank-Cohen Secret Memo" to "NED's China Syndrome", theFront-Runner and Its Rootcause, None Is Helpful to the Strategic Interests ofthe United States

The NED syndrome is not an isolated incidents.Though being most lethal a"dictatorship of proletariat", unlike the other Stalinist regime, the tasteof so called "China Problem" has become soured since then the President ElectRichard Nixon received a secret memo jointly signed by such infamous "Chinahands", usually translation dependent,as John King Fairbank, Jerome Cohen,etc on November 7, 1969, when the Chinese communists, Chicongs were brutallykilling U.S. soldiers in Vietnam while driving hundreds of thousands ofChinese into peril.We pinpoint these two names because these two figureshave greatly influenced the central nerve system of the American strategicthinking of the PRC policy.While the former, long deceased, is a life-longfriend to CCP, especially to Zhou Enlai, the mastermind, chief architect ofthe CCP's most powerful internal-international spying network, and alife-long Prime Minister ofthe PRC's State Council, say, the CentralPeople's Government.The later, in addition to his numerous powerful titles,is the consultant to both "People's Government" of Chinese Provinces, as wellas the consultant to a supposedly dissident group, namely, "Human rights inChina", a protege of existing human rights industry. (While consulting toboth the defendant and the plaintiff in human rights cases, we don't know howthis New York University Professor, Senior Partner of Paul and Weiss avoidthe conflict of interests?)That secret memo which, for the first time inthe history, invented the word and the policy of "engagement", abandoning"containment".Moreover, through setting up the brand new linguistic codesin calling the communist China as "China", explicitly ordering to prohibitthe official use of coded language of "totalitarian China", the secret memohas gradually changed the strategic thinking of the United States towards thePeople's Republic.We have all witnessed the powerful "China Lobby" and theformidable forces in financing such a lobby, unfortunately, we have not seena single figure has ever registered himself to the Department of Justicepursuant to the "Foreign Agents Registration Act" so far.

Today, the dirty water flowing from the backyard of the city of Boston isdrowning the entire land mass of the free world.The NED is only one of thedrowned.

8. A Democratized China Will Do More Harm than Goods To the United States?Detesting the The Growing Misleading "Neo-Sinologist China Doctrine"

A democratized China, especially if democracy comes "too soon" to China, maynot be good for some, should the Democracy's sunlight policy may expose toomany under-the-table deals.However, a democratized China is good to allfree mankind, including its leader, the United States.

Comes with the NED Syndrome, a "neo-Sinologist" theory, which showsformidable and complicated backgrounds, is gradually getting its momentum:Democracy (except the village election type "democracy", of course.) TheUnited States should prevent China from being democratized. With popularanti-American sentiments built up in the "majority" of Chinese people, ademocratic government, if democratically electedby such majority Chinesevoters in anti-American" sentiments, will do more harm than goods towards theUnited States." Implication from such "neo-Sinologist theory":To help the"Volks Reich" to nip the Chinese democracy opposition forces in bud.

The NED's conducts towards Chinese dissidents may not be ethical, much lesssuitable for being publicized, nevertheless, it is logical in its own logic.Under these circumstances, the enclosed Mr. John Berlau's Investigativereport is worth reading.
